An Empirical Investigation of Lean Production and Lean Six Sigma Success in Local Government Organizations
You have been invited to participate in this survey because of your experience or expertise with Lean Production (LP) or Lean Six Sigma (LSS) in Local Government Organizations (LGOs). In this survey study, LP and LSS are the improvement methodologies of interest; thus, for simplicity, the abbreviation “LP/LSS” is used. The purpose of this study is to determine the critical success factors (CSFs) that are most strongly related to LP/LSS success in LGO settings. Before proceeding with the survey, please review the following information.
Definition of Key Terms
Lean Production (LP)
—an improvement methodology that follows a set of principles (or philosophy) and uses tools/techniques (e.g., value stream mapping, 5S, 5Whys, kaizen events, etc.) for maximizing customer value and minimizing waste.
Lean Six Sigma (LSS)
—a combination of practices and tools from LP and Six Sigma for better maximizing benefits and better achieving desired goals.
Critical Success Factors (CSFs)
— barriers, enablers, obstacles, or any factors that may influence LP/LSS success and performance outcomes.
Who should complete the survey?
We only need one person from each participating organization (or sub-unit within the organization) to complete the survey.
We also encourage you to share this survey invitation with individuals involved in developing and/or implementing LP/LSS in other parts of your organization if it was managed as a separate initiative
. Survey respondents must meet the criteria below:
Be at least 18 years old and a native or fluent English speaker; and
Have experience related to the development and/or implementation of LP/LSS within an LGO
Served as a manager, team leader/facilitator, team member or consultant related to a LP/LSS initiative within the organization.

Which LP/LSS initiative should I consider in answering the survey questions?
If you have supervised, led/facilitated, or collaborated in more than one initiative that has been completed, please consider only the most recently-completed LP/LSS initiative that was developed and/or implemented when you answer the survey questions.
